Introduced in Publish 77 during The Awakening storyline; expanded with Publish 81 City Elections.
City Loyalty and Elections enable rich roleplay and player-driven governance.

Loyalty Rating

A city tracks Love, Neutrality, and Hate toward each character based on actions.

How Loyalty Changes

Love Beneficial acts in that city: arrest Angry Rioters/Raiders with a Guardman’s Rope; help Angry Protestors by donating 1,000 gold or equivalent food/clothing; put out fires & clean garbage; donate items/animals to City Trade Ministers; participate in Champion Spawns; turn in BODs. A small fraction of the city’s Hate converts to Neutrality. Other cities convert some Love for you into Neutrality. Moderate
Neutrality Rapid
Hate Negative acts in that city: kill Angry Rioters; perform beneficial acts in other cities. A small fraction of the city’s Love converts to Hate. Slowest

Decay prevention: Log in at least once every 40 hours to prevent Love decay. Neutrality and Hate always decay.

  • Fast tracks & examples
  • Venerated (instant): donate 100,000 iron ingots to a City Trade Minister. †
  • Adored: donate 20,000 Bloodwood boards.
  • Commended: arrest 4 rioters or help 16 protestors.
  • Respected: arrest 20 rioters or help 80 protestors.
  • Adored: arrest 100 rioters or help 400 protestors.
  • Venerated: arrest 500 rioters or help 2,000 protestors.

General rules - Beneficial acts for one city → strong positive rating there.
- Harmful acts for one city → strong negative rating there.
- Mixed/multi-city beneficial acts → diluted positives and/or distrustful ratings.

City Titles (Citizenship)

Declare citizenship via Titles → Rewards on your character’s context menu.
- You may hold citizenship in one city at a time (renounce anytime; 1-week wait to change).
- Titles require minimum loyalty and a donation from your bank box.

City Elections

Every quarter, qualified citizens elect a Governor.

  • Election months: begin March 1, June 1, September 1, December 1.
  • Nomination period: first 1 week of each listed month.
  • Where: City Stone near each city’s bank.

Nomination Requirements

  • Not a trial account; not a Young player.
  • Citizen of the city; Adored or higher.
  • Only one nominated character per city per account.
  • Must receive 1 endorsement within 24 hours or re-nominate.
  • At nomination, the stone records your Love and Hate values.

Endorsement Requirements

  • Endorser has not already endorsed in that city on that account.
  • Endorser’s account is not also nominated there.
  • Not a trial/Young account.
  • Citizen of that city.

Successful nominees appear on a 1-week ballot after nominations end.

Voting Requirements

  • One vote per account per shard; not trial/Young.
  • Citizen of the city; at least Respected.

Tie-breakers 1. Higher recorded Love at nomination wins.
2. If tied, lower recorded Hate wins.
3. If still tied, the King selects the winner.

Accepting Office

The Governor-Elect must accept office at the City Stone. Excessive delay may result in the King appointing another Governor.


Governor Abilities

Grant Special Titles

  • May grant titles to citizens of their city.
  • Citizens can remove titles at the City Stone (Remove City Title).
  • Governors can remove a title by submitting a blank title.
  • Titles do not persist through character transfer and are removed if citizenship is renounced.
  • Titles expire at the end of the Governor’s term.

Open NPC Guild Trade Deals

  • Cost: 2,000,000 gp/week, paid from the City Treasury.
  • Donate to the Treasury via the City Herald (drop gold/checks).
  • Since Publish 83: the city benefits from the full donation amount (no daily reduction).
  • Trade deal can be changed once per real week and persists indefinitely.
  • Citizens activate the buff for 24 hours via the City Stone (Utilize Trade Deal).

  • Guild of Arcane Arts: +5% Spell Damage Increase
  • Society of Clothiers: +1% to all resists
  • Bardic Collegium: +1 Faster Casting
  • Order of Engineers: +3 Dexterity
  • Guild of Healers: +5% Bandage Healing
  • Maritime Guild: +2 Hit Point Regeneration
  • Merchant’s Association: +2 Mana Regeneration
  • Mining Cooperative: +3 Strength
  • League of Rangers: +3 Intelligence
  • Guild of Assassins: +5% Swing Speed Increase
  • Warrior’s Guild: +5% Hit Chance Increase

Buffs obey normal item/skill caps.

Council & Removal

  • Governors may sit in Governor-designated seating at council meetings (see shard EM schedule).
  • Renouncing citizenship, character transfer, or falling to negative loyalty automatically removes Governorship.
